Broken upgrade costs

The new updates were in the right direction, game just needed more population and cash growth to be stable and itll get better.
The one wrong thing is how stupidly expensive stuff is. To upgrade my control room is 850k but oh no I only can hold 680k and the only way to increase it is with safe upgrades (which cost 745k more than I can even carry!!)
